12th Herat Security Dialogue to Be Held in Madrid on February 24-25
The 12th Herat Security Dialogue (HSD-XII) will take place on February 24-25, 2025, in Madrid, Spain. Organized by the Afghan Institute for Strategic Studies (AISS), the conference will focus on Afghanistan’s ongoing security, political, and humanitarian challenges.
This year’s theme, “Afghanistan: Reviving Hope; Synergetic Efforts,” emphasizes the need for collective international action to address Afghanistan’s prolonged crises. The dialogue will host discussions featuring policymakers, experts, and diplomats on Afghanistan’s future.
The event will include panel discussions, keynote speeches, and a cultural evening at Ateneo de Madrid, promoting dialogue through art and heritage.
Afghanistan’s security remains a key global concern. At the Munich Security Conference (MSC) 2025, held on February 14-16, a session titled “Spotlight on Afghanistan” addressed the country’s uncertain future and geopolitical implications. Additionally, following an attack in Munich involving an Afghan national, Bavarian Minister-President Markus Söder called for negotiations with the Taliban to facilitate deportations.
The Herat Security Dialogue in Spain is expected to build on these global discussions, providing a platform for key stakeholders to explore strategies for stability, peace, and humanitarian support in Afghanistan.
